If it’s raining hard enough for visibility to be an issue–it terms of motorists being able to see me—riding or walking my bike on a sidewalk may be a better idea than cycling on the road. It seems obvious that cycling in heavy rain significantly increases my risk of getting hit by a motor vehicle.
